When do I need to apply?

General Permit 3-9050 contains the schedule for submitting an application. Affected properties in the Lake Champlain and Lake Memphremagog watersheds that were identified as a "three-acre site" received notification from the Stormwater Program identifying when applications are due. 

All initial application submittal due dates in General Permit 3-9050 have now passed and Initial NOI applications are no longer accepted. If your project does not have an 18-month term Initial NOI Permit issued and still active (not expired) or an issued 5-year term Full NOI permit, then a Full NOI application is due. The Stormwater Program is not able to extend application due dates, which are established in statute.

Is funding available?

  • The Agency is currently offering financial assistance for most landowners required to obtain Three-Acre Permit coverage under Stormwater General Permit 3-9050. The Agency's primary assistance is the Permit Obtainment Assistance (POA) program, funded with American Rescue Plan Act (ARPA) dollars. This program provides financial assistance to support engineering design and permit obtainment costs for eligible sites. This program is currently open and potential applicants must enroll before October 31, 2024 to receive funding. An informational webinar will take place in early February 2024.     An additional option for projects that do not qualify for POA or have expenses not fully met by POA is the State of Vermont’s Clean Water State Revolving Fund which provides low interest loans, with some subsidy available, for Three-Acre Permit sites.
