Biennial Hazardous Waste Report Information

Who needs to report?

Federal regulations require large quantity generators (LQGs) to submit a report every two years regarding the nature, quantities and disposition of hazardous waste generated at their facility. EPA refers to this as the National Biennial RCRA Hazardous Waste Report (or Biennial Report). The Biennial Report is due in the even-numbered years for waste that is being generated/shipped during odd-numbered years (for example in 2020 the reported waste on the Biennial Report would be for 2019; for 2022 the waste would be for 2021). ALL regulated hazardous wastes, (both State & Federally regulated) should be included in the calculation of LQG status and must be included in the report.   This applies also to any waste streams treated on site as well as to the wastes manifested off-site.  Exceptions include used oil, universal wastes and wastes exported directly to a foreign country.  A full list of exceptions can be found on page 42 of the instructions.

  • All LQG’s/TSDF’s are required to file Electronically using the EPA RCRA Info database. So if you are not already registered please do so using the instructions attached, please note if the facility already has an EPA Site ID # please skip to Step 3. 

  • Manifest information can be accessed directly via the Environmental Research Tool ERT (This application will also allow you to search the other databases maintained by the Waste Management & Prevention Division). Use the Hazardous Waste Generators link, and your EPA ID# to find information for your facility; click the “view” button and please take a moment to review the information for accuracy. At the bottom of the page you will find the text: ‘View manifest report’. Clicking this link will bring you to a screen where you can enter a date range and view all manifests in our database. When is the report due?
The deadline to submit the report is March 31, 2020 for reports submitted on paper.

Does Vermont require the completion of the Off-Site Identification (OI) form? No.
