How to Select A Consultant

The Brooks Act requires that federally funded projects obtain professional design services through Qualifications Based Selection (QBS) Procurement.  The Water Resources Reform and Development Act (WRRDA) of 2014 required this process for all CWSRF funded projects.  There is a waiver process currently available, please talk with your project developer if your community might need a waiver.

Loan Help: Capacity Evaluation

A component required by a DWSRF loan is a fiscal and managerial capacity review and determination.  The review and determination may be done by WID staff or by Capacity Development staff in the Drinking Water and Groundwater Protection Division.

Single Audit Requirements

State and Federal Reporting for Compliance with the Federal Single Audit Act

The Office of Budget and Management (OMB) issued a new circular, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, referred to as the Uniform Guidance 2CFR 200 which supersedes OMB Circular A-133. The new policy changes raises the dollar threshold for requirement of a Single Audit to $750,000 or more in expenditures in an entity’s fiscal year beginning on or after December 26, 2014.
