Directs the Administration and Innovation Division, which provides services for cross‐departmental functions to all programs within the Department of Environmental Conservation as well as our ECO AmeriCorps Program. Functions include DEC’s fiscal, administrative, human resources, and information technology services. Financial Operations
Tracy LaFrance, Financial Director
Chief fiscal officer for the department. Oversees and coordinates department budget preparation, oversight of all department accounting functions. Development and oversight of fiscal office policies and procedures, financial statements, summaries and reports. Senior liaison with federal agencies and other state departments, provides guidance to the divisions for the overall creation and implementation of Department policy including formulating and recommending internal control and operating policies and procedures as needed. 802-498-7074

Oversees accounts payable and accounts receivable for the Department and provides support in developing and maintaining department financial policies. Manages department financial reporting, Federal fund requests, and other billing. 802-490-6112

Processes and approves coding of department expenditures and requisitions, manages accounts receivable and deposits, and is the expense coordinator for the Department. 802-461-3397

Grants and Contracts Management
Joseph Le Clair, Grants and Contracts Supervisor
Responsible for all federal and State grants in the in the Administration and Innovation Division, Waste Management and Preventions’ Sites programs, and Department wide programs. Responsible for ensuring federal and State financial reporting accuracy and compliance. 802-661-8195
Maria Davies, Grant Programs Manager
Responsible for federal grants in the Air Quality & Climate, Environmental Enforcement, and Geology Divisions as well as Solid Waste and Recycling programs in Waste Management and Prevention Division. Responsible for managing Volkswagen Mitigation Funds, Diesel Emissions Reduction Grant funding, as well as, the Solid Waste Management Funds, and several other Federal Grants from various agencies. Lindsay Carey, Grants Management Specialist
Responsible for federal grants for the Watershed Management Division, ECO AmeriCorps Program, and the department-wide Performance Partnership Grant. Assists with the management and administration of the Aquatic Invasive Species Program including the Grant-in-Aid Program, which provides financial assistance to municipalities for aquatic invasive nuisance species management programs. Responsible for administrative tasks related to all grant and contract agreements within the Administration and Innovation Division and the Water Investment Division. Grants Management Specialist for the Solid Waste Implementation Grant and the Green Up Vermont Grant.
