COVID-19 and Water Investment Division Grants and Contracts

The Agency of Natural Resources (ANR) Department of Environmental Conservation (DEC) is working to understand the COVID-19 State of Emergency’s impact on grant, contract, and loan agreements, both active and pending. We want to assure you that we are examining the challenges that the “Stay Home, Stay Safe” order, issued by the Governor on March 25th, may pose to these agreements.

The DEC Water Investment Division (WID) has compiled "Frequently Asked Questions: COVID-19 and DEC’s Water Investment Division (WID) Grants and Contracts" (updated April 23, 2020).

For COVID-19 and Active Agreements

We understand COVID-19 may cause impacts to agreement timelines and the successful completion of active agreements. DEC staff will be contacting grantees, contractors, and loan recipients with more information and guidance on next steps in the coming weeks. Please stay-tuned for more information.

For COVID-19 and Pending Agreements

The Department is evaluating unexecuted funding commitments due to possible budgetary impacts of COVID-19. This applies to agreements and amendments not yet signed/executed. Grantees who may be incurring costs under pending agreements are advised to stop all spending until further notice.

As more information becomes available, we will post updates here and distribute via the Clean Water E-Newsletter (subscribe for updates). Please email ANR.WIDFinancial@vermont.gov with any additional questions after reviewing the above-linked "Frequently Asked Questions: COVID-19 and DEC’s Water Investment Division (WID) Grants, Contracts, and Loans."

We sincerely understand the challenges this may create for your organization and will do our best to provide additional guidance as quickly as possible. Thank you for your patience as we do our best to adjust operations in response to COVID-19.
