Combined Sewer Overflow (CSO) Long Term Control Plan (LTCP) Draft Guidance Document. The Wastewater Program is accepting comment on the draft CSO LTCP guidance document linked below through Tuesday, November 12. Note that there is no formal public comment period for this document, and as such we will not be issuing a response to comments, but we would like to get your input so that we can ensure that the guidance document provides a clear picture of what is expected and provides helpful guidance for people preparing the long term control plans.
We recognize that preparing this plan and conducting the associated monitoring and modelling may be unanticipated costs for the affected communities. To that end we are pleased to announce that financial assistance is available through the Clean Water State Revolving Fund (CWSRF). The CWSRF has 0% interest rate planning loan funds that include generous loan principal forgiveness for preparing long term control plans, conducting hydraulic and hydrologic modeling (H&H study) and for some projects that address water quality through technical means. The program has a defined amount of loan forgiveness that can be provided and it is issued on a first-come-first-served basis until it has all been awarded.
